Export bulbs are washed, roots trimmed, and sorted. A trimmed basal plate is a pack spec, not proof of a dirty field.
US buyers should ask for the FDA facility registration number on the shipper and a residue report on the lot. EU buyers should name the regulation they need on the first message.
We will not put a certificate on a page we cannot show. Ask, and we send what the lot actually has.
